State President Mr. Rajneesh Garg presided over this meeting and it was graced by our Past State President cum Chief Observer Sh C B Goyal and Past State President Sh Pankaj Kapoor with their kind presence. Ambala Chapter Chairman Dr Ashawant attended this meeting along with State Vice Presidents Sh. A.D. Gandhi and Sh. Balbir Singh and State Executive Member Sh. Satish Saini attended this meeting.
The matter of State election was discussed at length amongst the members and it was informed to the house that District Registrar Kurukshetra had issued a notice asking the Chamber to explain about the election procedure being adopted by chamber.
It was further informed to the house that District Registrar was visited by team HCCI consisting of State General Secretary, Karnal Chapter Chairman Sh Susheel Jain, Sr. State Vice President Sh. Bhushan goel, State Executive Member Sh. Harmeet Singh, Secretary Karnal chapter Sh. SPS Chopra, wherein some discrepancies were pointed out by the office & in order to complete the necessary formalities & to comply to the guidelines laid out by district registrar office, the state elections were postponed by Chief Observer Sh. C B Goel and a formal reply made by an learned lawyer was submitted in the office of District Registrar Kurukshetra.
It was discussed that undoubtedly our chamber’s constitution was prepared by a group of learned and senior members, but it needs to be reviewed and amended as per latest by-laws of society act of Haryana Government.
For the very purpose of changes/amendments and corrections in our existing bylaws and to study about the conduction of fair and smooth election, it was resolved to form a committee which would study the existing by laws of our chamber and after comparing this with Society act would submit a report of its suggestions to State HCCI for :
- Hassle-free functioning of the Chamber.
- The election procedures after removing obstacles/ambiguity (that may arise).
- The possibilities of Society’s Portal regularisation.
The following members were appointed in the Constitution Amendment and Smooth Conduction of Election Committee:
- Mr. Manoj Arora from Karnal Chapter (Convenor)
- Dr. Ashawant from Ambala Chapter
- Sh. Rajinder Singhal from Kurukshetra
- Mr. Vinod Khandelwal from Panipat
- Mr. Umresh Sondhi from Yamunanagar
- State President & State General Secretary would be Ex-officio members of the said committee.
This was made clear to the house that our Chamber is not authorised to issue any certificate of origin and any such act is considered illegal and will solely be the responsibility of the issuing person.
State Vice President Sd. Balbir Singh and Sh. Satish Saini from Ambala and Sh. Vinod Khandelwal of Panipat suggested that a chance to become State President should be given to each & every chapter and our constitution should be amended to incorporate certain guidelines for the same. This was applauded by one and all present and the newly formed committee under Sh. Manoj Arora is being requested to look into this possibility.
For the benefit of HCCI and to avail the services and able guidance of all the immediate Past Chapter Chairman, it was resolved to appoint the following as State Vice President with immediate effect.

- Sh. Rajinder Singhal Kurukshetra
- Sh. Vinod Khandelwal Panipat
- Sh. Sandeep Chowdhry Kaithal
- Sh. R L Sharma Karnal
It was discussed that some Foreign business trip should be organised by State HCCI. The house recalled a previous tour to Vietnam, Cambodia and Bangkok organised by the then State President.
To facilitate such tours in coming times as well, our past State President Sh Pankaj Kapoor has been appointed as Convenor of ‘Committee for Foreign Delegations / Exhibitions’ & has been requested to plan a business tour in near future.
This was further resolved and a three-member committee (Award Ceremony- 2023) was formed and State Sr Vice President Sh. Bhushan Goyal has been appointed its Convenor with the power to appoint any two members to complete this committee.
State President and State General Secretary shall remain the Ex-Officio members of all the committees formed.
